For the past seven years, Tanner served in the Philadelphia District Attorney’s Office as an Assistant District Attorney. He was promoted to the prestigious homicide division early in his career but is most proud of his work as a member of the community-based prosecutorial team assigned to North Philadelphia’s 22nd District, where he attended weekend police outreach days and evening prayer marches, in addition to frequently visiting the homes of those he was fighting for. While serving in the DA’s Office, Tanner was also a Youth Aid panelist and a member of his neighborhood civic association’s safety committee.

Growing up in Phoenixville, PA along with his seven siblings, Tanner was taught about the importance of giving back to his community from a young age. His father, Willard, a real estate developer in Philadelphia, often told a story of the man who helped him purchase his first home saying, “the more I give, the harder it is to catch up with what has been given to me.” From there, Bill, as he was known, developed a passion for using success to better the lives of those around him, be it through civic events such as We the People 200 or through offering to rebuild at cost the houses destroyed by the MOVE bombing. Tanner’s mother and sisters are extensively involved in environmental conservation efforts and his brother, Traighe, serves our country in the 10th Mountain Division of the U.S. Army. This legacy of public service lives on in Tanner as well.

Today, Tanner lives in Upper Providence with his wife, Ursula, and his one-year-old son, Will. He holds a B.A. in Political Science from the University of Wisconsin-Madison, where he volunteered for campaigns in his free time, and a J.D. from Fordham University Law School, where he worked in the Urban Policy Clinic and tutored middle school students. Tanner enjoys nothing more than watching Philadelphia sports games with Will, hoping that the youngest Rouse will grow up to become a fanatic just like his dad. He is an original member of Moving Philly Forward, an organization that seeks to empower people to understand and become involved in local government.

Tanner is running for office to create a more collaborative, more transparent government that seeks out real solutions for real people. He is asking for your vote in 2018 so that he can take his passion for the community from the courtrooms to the halls of Harrisburg.
